Proposal Manager

Dynamic Integrated Services (DIS) * is looking for a collaborative Proposal Manager who will report directly to the Chief Operating Officer (COO) and lead all proposal efforts, assume the lead responsibility, and single point of accountability for organizing all informational and personnel resources to produce a compliant, compelling, and technically accurate proposal delivered by the Government's deadline. The Proposal Manager has the responsibility of coordinating all phases of DIS' proposal process in response to government requests for proposals. The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the keys to success. With curiosity, talent for multi-tasking in a fast-paced environment, and extreme organizational skills, the successful candidate will help grow the organization resulting in opportunities for advancement as DIS' business development team expands.

Essential Duties

Working collaboratively with the Executive Team and Managers, the Proposal Manager will be responsible for:

Required Experience and Qualifications

  • Bachelor's degree required preferably in strategic communications, business, information technology or a related field. 12+ years of work experience in lieu of degree is acceptable.
  • Minimum of 8 years of professional experience with five (5) years of experience in a defined proposal-related role.
  • Understanding of the full capture and proposal process from pre-RFP to post-RFP
  • Experience developing storyboards, mock-ups, proposal outlines, and compliance matrices.
  • Proficiency in Microsoft Office tool suite
  • Highly organized, team-oriented, enthusiastic, collaborative, independent thinker
  • Outstanding written and oral communication skills
  • Experience leading proposal teams in a dynamic, fast-paced environment supporting critical business development activities.
  • Proven successful experience editing, writing, and managing responses to federal RFPs of moderate to high complexity.
  • Knowledge of Shipley processes
  • Ability to obtain a U.S. government security clearance.
  • Preference will be given to qualified Veteran candidates.

Preferred Experience & Qualifications

  • Knowledge and experience with proposals from Veterans Affairs (VA), Health and Human Services (HHS), and related healthcare domains.
  • Prefer experience working for a consulting organization, association, and/or a government contractor.
  • APMP Certification is preferred but not required.
  • Must be able to interface with individuals at all levels of the organization both verbally and in writing.
  • Must work well under pressure to meet deadline requirements.
  • Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously.

Salary is commensurate with experience.
$115,000-$130,000 per year.

The ideal candidate has a strong background in content creation for newsletters, blogs, fact sheets, and other marketing materials, committee/committee meeting management, video production, social media, and strategic communications. Strong writing, editing (AP style), organizational skills, and attention to detail are essential to success in this position. Experience in communicating about the privacy and cybersecurity arenas is a plus.

Essential Duties

  • Develop or contribute to production of written materials, such as communication plans, fact sheets, FAQs, website content, talking points, newsletters, and email messages, to support internal and external strategic communications campaigns
  • Ensure that created content is compliant with Section 508 of the Rehabilitation Act and adheres to branding strategies
  • Develop or contribute to production of video creative briefs, story boarding, scripting, and post-production
  • Lead management of a monthly subject matter expert call program, including promotion, attendance, agenda, leadership preparation, and after-action reporting
  • Support team special event production activities
  • Strategize and create original ideas for reaching and engaging target audiences and communicating key messages
  • Assist in maintenance of project documentation

Required Experience and Qualifications

  • Bachelor's degree required, preferably in communications, marketing, public relations, or a related field
  • 3-6 years of professional experience
  • Previous experience working for a federal government contractor, consulting organization, public relations, or marketing agency, and/or national association
  • Experience in planning, developing, and implementing, communications, marketing/public relations activities, including developing communications plans, strategies, messages, and tactics as part of an outreach or education campaign
  • Experience developing and producing communications tools, such as newsletters, fact sheets, media releases, scripts, and talking points
  • Excellent writing, conceptual, and copy-editing skills
  • Experience with traditional and nontraditional social marketing and communications strategies
  • Creative and analytical thinking skills
  • Strong oral communication and presentation skills
  • Ability to communicate effectively and collaborate with Subject Matter Experts (SMEs)
  • Strong attention to detail for error-free, flawless products
  • Must be a team player with strong interpersonal skills, able to work in team setting or independently
  • Flexible and adaptable, able to work under tight timelines
  • MS Office proficiency (Word, PowerPoint, Outlook, and Excel)

Preferred Experience & Qualifications

Previous experience supporting strategic communications efforts at the U.S. Department of Veterans Affairs and/or one of its three administrations.
